Direct access to the people shaping development across Central Ohio

As the BIA heads into the second half of 2025, we’re taking a moment to reflect on what your membership has already made possible this year, especially when it comes to access. One of the greatest values of being a BIA member is the opportunity to hear directly from the agencies, planners, and elected officials who shape the future of housing and development in central Ohio.

So far this year, members have had direct access to seven influential leaders and organizations. These sessions put on mainly through our councils and committees have brought key insights, upcoming regulatory changes, and long-range planning updates straight to the people doing the building. Here’s a quick recap:

These decision-makers, engineers, and planners who influence how our communities grow, and your BIA membership gives you access to them.

  • Chris Bauserman, Delaware County Engineer
    Bauserman shared his vision for long-term infrastructure upgrades in Delaware County and introduced a cost-saving measure for developers that he is pitching to the County Commissioners.
  • Carson Combs, Licking County Planning Director
    Combs laid out his plans for modernizing the planning department and provided updates on new processes, encouraging developers to share feedback that could inform future improvements.
  • Tiffany Maag, Director of the Delaware County Regional Sewer District & Second Vice Chair, Delaware County Regional Planning Commission
    Maag delivered a detailed visual update on sanitary sewer service areas, the status of 208 planning, and upcoming CMS and Rules & Regulations revisions.
  • Montrose Group
    Provided a timely legislative update focused on housing and development-related issues in the state budget, including zoning referendum reform and new tools for pro-housing growth.
  • City of Delaware
    Presented the city’s updated Southeast Area Regional Plan, upcoming fee increases, and shared how development priorities are evolving in one of the region’s fastest-growing communities.
  • Scott Messer, Director of Building and Zoning, City of Columbus
    Shared how to navigate Columbus’ Expedited Plan Review Process and fielded member questions on development and permitting in the city.
  • Tom Taylor, Director, Mid-Ohio Water and Sewer District
    Taylor provided a strategic overview of the District’s regionalization plan. He highlighted how the District is maximizing existing treatment facilities and expanding capacity to offer cost-effective, high-quality services that meet future growth and regulatory demands.
